Delphia Eline McGaugh Payne was born in Union County, Arkansas to Louis W. and Florence M. McGaugh.
She graduated from Parkers Chapel High School and worked for the County Supervisor, in the Court House of El Dorado, Arkansas until 1944. She left for Washington in May of 1944 to work for the Government. She married John David Payne on September 5, 1947. She retired from the government in 1979 and lived in Northern Virginia. In 2000, she moved to Denton, Texas to be near relatives.
Visitation will be held from 1-2 pm on Wednesday, January 29, 2014 at DeBerry Funeral Directors with a graveside service at 2:30 pm at Roselawn Memorial Park with Jon Kendzie officiating. In lieu of flowers, donations may be made to the First United Methodist Church.
Delphia is survived by her niece, June Brownlee and husband Barry; great niece, Erin Holloway and husband Gene; great nephew, Blake Brownlee and wife Heather; great great nieces and nephews, Morgan Holloway, Mason Holloway, and Lillian Brownlee; sister, Estelle Baggett and husband Gene; brother, Fernie Ray McGaugh and wife Edith; and good friends, Gene and Gen Holloway, and Laura Brownlee. She is preceded in death by her parents, beloved husband; and her brother, Louis Velmon McGaugh and wife Maxine, sister, Zola Mosley and husband Bedford.
